What is all weather Capability?

Normally referred to as IFR (Instrument Flight Rules) it basically means the aircraft has been upgraded to include instrumentation necessary for flight without requiring the usual external visuals. Whilst it does not strictly hold ‘All-Weather’ functionality it permits flying in just about all weather conditions, only in the worst circumstances will it prevent take-off.

What are the advantages of this?

The advantages are that it is much safer to fly in bad weather conditions with an IFR twin-engine and is far more flexible, enabling flight over congested areas.
